See, the penalties for this sort of thing are not nearly stiff enough. Even if you has no sympathies for animals, the fact remains that if one is capable of doing this sort of thing to an animal, they *are* capable, and likely willing, to do the same to human beings. Eventually, cats would cease to be enough of a thrill, and they'd move on to something else. Something bigger. Nothing big enough to fight back much, of course, as these sorts of people are godsdamned cowards- notice that they don't pick fights with lumberjacks or try and torture bears- and instead they'd probably move to something a little easier to handle. Like children.
